New Roman Missal Decree Image
The 2002 Roman Missal includes the decrees for the 1970, 1975 and 2002 Roman Missals. This scanned image of page 8 shows the conclusion of the decree, dated 20 April 2000, for the 2002 Roman Missal.

The third means "All things to the contrary notwithstanding."
All three decrees have been on Holy Thursday.
